Maybe it could have a half chance of spawning with M2. If we expand on this, we could make choppers actually threatening to clans too. It could be something like Armored cannot be penetrated, sheet has 70% chance to block and 70% damage reduction, Stone has 50% block 40% damage reduction, Wood has 30% block and 20% damage reduction. It's just merely set to false for anything other than twig) for other materials too. damage drop off after penetration, angle, everything for it is ALREADY in the game. I think raids and firefights in rust could be a lot more interesting if penetration was enabled(note : it's just a boolean setting as far as I know. Anything other than twig, nothing penetrates. You can see this very well when you shoot at twig walls. And here's what you may not have known until now : Rust has extremely great penetration physics! Unlike lame COD style 'you get hitscanned behind weak cover', rust has a random angle after penetration. Rounds ricochet if angle is acute enough, bullet drop and speed drop exist, bullets never disappear until they hit somewhere(which is why when you shoot in the sky they fall back down) - even battlefield4 has disappearing bullets due to performance issues. I would say it's even better than battlefield 4.
